I'm not even a Falcons fan, but I think they are Super Bowl champs in 2010.  I think the addition of Tony Gonzalez is all they need to push them over the top.  They have a solid offensive line that will control the game in the trenches.  Then look at all their skilled position players.  They have Roddy White (1,000+ receiving yards & 7 tds '09) is getting better each year.  Not to mention the fact that they can't double team him because of future hall of famer Tony Gonzalez now.  Then you throw in a top 5 running back, Michael Turner, and you are looking at a good offense.  Matt Ryan is entering his 2nd year with confidence and swagger.  I said this the day he got drafted that he will be a solid, solid quarterback in this league.

I think you have to like the Bears at 20/1.  Adding Cutler improves this offense.  Their d is always tough.
